Go in September, maybe early October. It's quiet and not so hot (90s degrees)
All the bike shops are superb. We rented bikes from Poison Spider.
We stayed at Moab RV Park, which is just out of town (10 min walk?) on the north (IIRC) side. Apart from being a camp ground they rent out little log cabin style chalets of varying degrees of luxury. Ours slept 4 (2 bunk, 1 double bed), had aircon and a heater (It's cold in the mornings) a bench and a BBQ outside. $50 a night!
Toilets & showers were in a very big, clean and modern block, but spend a bit more and you get your own if that bothers you. Bedding provied but we had to buy a towel ($4) IIRC there's a swimming pool too. It's a really nice place to stay. Bike wash, too.
Don't miss the Moab Diner, especially if you like a chile. 🙂
Whatever you do, ride Slickrock and Porcupine Rim. PR has a shuttle bus to the start, well worth the fee to avoid a 6 mile dirt road climb and to observe the driver drifting his old VW minibus gently through every corner.

Don't bother. Get a flight, rent a car, and just turn up. All US towns seem to have a very good tourist info place, USE THEM! In september, there will be so much space available everywhere it not necessary to book anything at all, not even hire bikes.
As for riding, just go into a bike shop and ask. There are trail maps available but you won't need them, the trails are waymarked (Stick to the path!!) and the bus will take you to most of the out of town ones I think

Its right opposite Poison Spider Bikes. The owner is a cyclist and he was really friendly and got the barbecue going in the evenings with us. We went mid Oct. Cold first thing but warms up really quickly but not too hot to ride.
As PP has said sort it out yourself. Loads of guide books and local bike shops to help with routes.

2 extras to consider
Don't go during the 4WD festival thing (2 mates got caught out on this)
If you want a scenic adventure then do the tour of the "white Rim Trail". Not technical but great fun. We did it without support but thats a pain. You can book with a company who'll carry your gear and most importantly water. If you decide to do it you'll need to book well ahead.
An article on Moab and the White Rim Trail unsupported that makes me cringe (I wrote it)
