just fitted some 28mm tires (max pressure on side wall 80 psi) (old tires where 32mm)
the inner tube is a 32-47.
if I put 80 psi in this tube will the air volume be too great for the tire?

It's a bit of a confusing question - but I'll try to answer it.. 🙂
The main effect of the larger inner tube is that it might be harder to get the tyre on the rim without snagging the inner tube. It sounds like you have done that OK.
Now, the volume of the inflated tyre is dictated really by the tyre. All that will happen is the inner tube won't be able to stretch as far as it would in a larger tyre. Pump to whatever pressure you want to (dictated by the tyre). Do check that the tyres sitting nicely and not snagging the inner tube when you've got a few psi in it though and you'll be right.
