i have some cxp22 Mavic rims fitted to my road bike, circa 2004, which has always has 23 c tyres fitted. Considering fitting 25 c tyres for a bit more comfort - would this be OK ?
Yes, 25c will be fine. I would happily use 35c on that width rim.
Depending on your frame, you could try 28mm.
It’s a narrrow rim 15mm internal width and 35mm’s could be too big.

Not all 25c are equal, some come up a bit wider. Schwalbe can come up as a 27, gp4000 are 24 on a narrow rim and 26 on a wide one. I run 30c on the same width rims with no issues.
I used to have 28 wide gatorskins on mine, no problems.
I've run 2" 29er tyres on 17mm Open pros without issue.
Yep, wide rims are no doubt better for wider tyres but we used to use pretty narrow rims 20 years ago with no issues. Going from a 23c to a 25c is never going to be a problem.
