Malta is not great for cycling. The island is only small and heavily populated.

Malta is not great, full stop. Don't leave the airport; get the helicopter over to Gozo.
Full of mad drivers, roads very bumpy, I would not fancy riding there

We had a lovely holiday in Malta, just simple beach fun and a few boat trips.
+1 Gozo.
You can also get a sea plane (amphibious?) from the airport.
Much less traffic on Gozo and you could do some ok footpath tours there. Roads are shit though and not many mountains.
I had a week in Gozo a couple of years ago. Hired a fairly rubbish mtb from a local bike shop and actually found some decent off road riding. It took a bit of exploring, but there are plenty of trails there. The roads were nice to ride on too. In comparison the roads in Malta seemed very busy. About 10 years ago I used the helicopter transfer between Malta and Gozo, but it wasn't running last time I was there.
Had a terrible holiday in Malta in about 1998. Wouldn't fancy riding there tbh.
On the bright side, they use UK mains plugs so your hairdryer will work fine there.
My family are maltese spent alot of time there. The main island is very built up but there is anetwork of poor roads in the north and south of the island you could explore bear in mind though the island is only 21 miles by 9 so a distance ride will be difficult. There are a number of sport cyclist in malta now. I would take an mtb, there are lots of trails in south and norTh of the island. Maybe visit one of the shops there in fact google them and make conatct in advance they maybe able to put you in touch with riders who will show you rojnd. The maltese are very friendly and will help you.
Gozo is a smaller island and not built up at all. Few roads but lots of trails. Not sure about right of access though again a maltese bike shop will be able to advise more. Everytime i go back i see more cyclist mostly on mtbs.

I took a "gravel" bike to Malta a couple of years ago. Staying on the (very) minor roads was reasonably entertaining. Accidentally venturing onto the main roads was utterly horrendous. I had a couple of (reasonably) entertaining rides, but I wouldn't bother taking the bike again. Some places it's best to just accept that it isn't a biking holiday...

I was there for a week at Easter. Not the best destination in the world, but interesting if you like a bit of history. The placards advertising Gozo show someone on a 'proper' MTB. Plus I saw some fairly good trails and a fair few people on MTBs on the mainland. HTH
