searched a bit in google. Yes, you are right - there was 1997 an agreement with KTM AG. KTM AG are the guys with the motorcycles.
KTM Fahrrad GmbH for bikes. They are allowed to use the brand name and logo.

You're aware they have been making MTB for a decade or more? Have a factory race team and many quick guys have ridden and done well on their bikes?
It's not like they got out of bed last week and decided to knock up a bicycle.

There’s not shortage of 7k bikes about these days, I assume they only exist to make the mid-range versions seem affordable and give the brand value.
My only surprise is it’s not an e-bike.

KTM have been making push bikes since 1964, and mountain bikes for well over 20 years since the early 90's.
They're two separate companies.
On the price thing, granted it's expensive, but no doubt there'll be lesser specc'd versions soon based on the same frame, much like a lot of the range.
