Several of these council signs have popped up in our regular riding area.

and here is the small print.

Does this include cycles as it doesn't exactly say so?

It doesn't say what will happen if caught and how enforceable is it?

I don't think so:

'The term 'motor vehicle' is defined in section 185(1) of the Road Traffic Act 1988 and section 136(1) of the Road Traffic Regulation Act 1984 as "a mechanically propelled vehicle, intended or adapted for use on roads".'

Mechanically propelled things are things that use a motor to propel them. A bicycle is propelled by a human, so are fine

Ambiguous. I would say if you are worried about being stopped and subject to a fine, should one even exsist, you should call the council for clarification.

If you are already riding on foot paths you shouldn't be on anyway you can probably guess the outcome of that phone call!

It's not ambiguous. Mechanically Propelled Vehicle is defined in law.

similar signs near me, mechanically propelled is something with an engine. the signs also say that you are not allowed to moor a boat. we are about as far from the sea as it's possible to get, signs are generic used by a lot of councils

I bet they mean bikes as mechanically propelled could mean them. yes I know we don't like the idea but I am damn sure that the phrase could be meant to include them. Two options. Ask and obey or try it and see. Easier to ask for forgiveness than permission? 🙂
However if bikes are banned then by jove you should concede defeat and do as asked.

As above, mechanically propelled vehicle does not include a pedal cycle (and for what it's worth, a legal E-bike remains a pedal cycle rather than MPV too)

I don't like the comma that appears after road. I'd say it creates ambiguity.

The wind or a bird would typically bring in stuff that is local anyway. Whereas intentionally bring in a crocodile egg is a different matter.

That's why it is the first point as much higher impact from a float of crocodiles than someone on a moped.

As said above a bicycle is not mechanically propelled. It's human propelled. E-bikes would need clarification, I'd say they too are not mechanically propelled, they assist the rider.
