We've been looking for similar for some time. We've now skipped the 'lightweight' side and are probably going for a Liv having had a good look at the Ribble E-Hybrid but being put off by the fixed battery in the frame (We want it to level out my wife and I and do some multi day cc touring so taking the bike into some B and B or hotel rooms to charge won't be viable)
No idea how a 45cm frame fits in with 5ft...but Boardman do a hybrid ebike at 15.5kg

One of the options I'm looking at is also the bolt on kits, such as Switch or Cytronex.

Indeed - I'm looking at so many recommendations that an XS or 13-14" frame (which she has always fitted) somehow equates not to 35-38cm conversion from inches, but to 45-47cm frame 🤷

That Islabike could work - although I foresee a pride issue over a step through... I can't see if the battery is replaceable.

a kit might be the easisest way - I love my tongsheng kit.  riders really well and its cheaper than the ones you mention

if you are interested you can have a shot on the kitted bike

Small Specialized Vada SL? Wife has one and it's brilliant. Getting one might be tricky though.

Depends on how big a motor and how big a battery.

The indiegogo 'lightest' ebike kit is finally, apparently, going into production right now. Only 2 years late. 1.6kg mid drive motor. https://www.indiegogo.com/projects/lightest-ebike-kit-your-bike-with-superpowers#/ (click on updates)

I got bored waiting and bought a Rise but still planning on putting this motor onto my fat bike when it eventually materialises. Going for legal 250w option and a 360wH battery (just like the Rise). This gives roughly (on the Rise) about 40m Eco, 30m Trail, 20m Boost.

Is that 'running time'?

Can you turn the thing off when not needed? i.e. across a few hours of a ride, you can switch it on for the hill, the headwind and the rush to make the train/ferry just as you are knackered?

Mrs_oab is currently OK on time in saddle - but hills and longer days are wearing her out/the struggle is real. What we need is something that helps for now, but may in future need to work harder for longer...
