mrs_oab needs some warm winter tights, she would prefer waist only and we could go unpadded and wear summer shorts under.
Our issue is she is 5' - and anything we have tried seems to be for lankier ladies. We now cannot walk into shops and try...
She has worn Patagonia hillwalking stretch leggings before, but they have zero wind or spray resistance (I think they are the old PowerDry fabric). We know she fits Patagonia, Rab and Berghaus in short-leg sizing.
Other suggestions?
As a man of average height for an undernourished person from 1500, I have on occasion bought 3/4 length leggings and found them long enough 🙂 so maybe try that?

I've also just thought about leg warmers, as she can hitch them up. But it's a "strong" look...
Gore Bike Wear? I have a pretty old pair of thermal bib tights (probably about 15 years old) - not exactly what you’re after, but the length was just right for me - definitely on the short side rather than the long side - I’m maybe a shade under 5’2”. Of course, they may have changed their sizing since then but, from a quick look at a current pair of padded non-bibs, they state the inseam length, so you could check.
Mrs Slow is 5' She has recently got some Castelli Nanoflex bibtights (she was jealous of mine). I believe they do Nanoflex waist tights too. Somewhat pricey mind if you don't find any in a sale!
Wasn't there talk of decathlon xc skiing tights/trousers this time last year for warmth and waterproofness. I know nothing of how the sizing would work for a shorter lady, but I generally find I'm a size bigger in their stuff than normal uk sizing.
I wear the men's version of these over shorts when it's cold and find them great for most winter outdoor stuff (add gore tex salopettes and Scottish winter hill, mountaineering, skiing sorted) but more usually cycle path to work (N.E. England). They are a ridiculous price but last well.
The website shows leg length options unless you are size 8 or 10 in which case you are not allowed to have short legs which is bizarre. I have several female friends who are petite in all dimensions not just shorter legged.

Mrs. Slow (reminder, 5 foot nowt) also has Rab Powerstretch pants for hillwalking. For the vertically challenged they need taking up.
