Does anyone know what this washer does on the main pivot bearing?

When I screw the pivot bolt in it doesn't tighten against anything and the washer just drops out...I'v had to resort to positioning the bolt where I want it and waiting for the loctite to set, and then putting the washer in my toolbox after I pick it up off the floor
Is it tapered either side?
the washer is not tapered, neither is the pivot bolt or the bearing inner races. masses of loctite is currently doing the trick!
I don't have a washer, i did that one on my 153 2014 frame the other day... no washer
