Anyone using one of these as a commuter and able to comment on load carrying capacity? I commute daily with about 10kg in panniers, mostly on the road but with some rough sections. How robust are they?

If it's got rack mounts it'll take 10kg. Might flex a bit.

I use mine to commute and train on with a Tortec Velocity rack. Never carry more than about 6kg, but it works perfectly. I have no issues with it.
