Trying to find some lower rise bars for my sons 16" wheeled bike as the ones on there are tradition BMX type which are just too high.

Assumed they were simply 25.4mm but it appears not. Measuring them they seem to be about 22mm but just using a tape to measure so not really accurate.

I have looked in the local LBS's and Halfords but they were no help. any advice where to find some and if there is a smaller standard.

Cheers

Get a normal stem, and give him an old set of bars from the shed, cut them down to kiddy width.

As above, basically.

I was trying to get an ultra short stem for my lads 20" Islabike, & happened upon a place doing bycicle speedway kit, in Wolverhampton. Only place I could find doing short stems for 1" steerers, but they did narrow bars to match.

Some steel DJ bars are 22mm to go with BMX stems, but I uspect the glut of 25.4 available is probably an easier route.
