seems cheapish, but not sure if thats for 1 or a pair?
otherwise anyone know where else to get a cheap pair?

Those kcnc ones are really bad quality. Go for shimano imo

Excellent jockey wheels. Only last week did I change mine (4 years old). They were missing teeth and very thin so i suppose should have been changed earlier, but never noticed. I bought the same again.
Those have £8 delivery, so not sure if they are cheaper?
