took the jockey wheels out of my rear mech ( 105) , cleaned them and put them back in. I tightened both bolts right up but when i do both jockey wheels wont spin. The bolt needs a near full turn untightened to allow them to spin. What have i done wrong?
The metal parts are on correctly and the jockey wheels are both the same size. I've tried both ways round on top and bottom and also swapped jockey wheels over and tried both sides but to no avail.
Have you put them back in the right order?
One leads the other follows. Shimano usually say pulley on one.
Also try the bolts the other way round.
How old are they? Is it time to replace them?

Loctite on the bolts and don't crank them up so tight!
Sounds to me like you've left the spacer sleeves out, check with the exploded diagrams on Shimanotechdocs for how things should be.Also worth noting that some jockey wheels are directional (this won't cause your problem), and can make some horrible noises in certain gears if fitted backwards.
