Wouldn't the hole be 1/8" too big?

nope it would be 0.375 inches too big. but i was thinking maybe a spacer could be made to work? or would a tapered steerer go straight in?

You'd probably have to buy new uppers with a steerer already bonded in. I wouldn't risk a re fitted steerer failing.

Problem would probably be getting thing on a press to press it out. Can imagine that the steerer tube goes into the crown before the legs. And I bet they don't sell the steerer tube on its own.
