I am doing a fork service. Would disc brake cleaner work ok or do i have to use IPA.

I'd say IPA to be sure. Thats whats recommended by Fox / Rock shox.

all disc brake cleaners are IPA with fancy labels and added expense.
Fox use IPA to clean eveything once they're been through the parts cleaner

IPA is a lot stronger. You can find some on ebay for cheap
