They will be struggling for money for it, despite their claims of Council and University funding. Grand plans, small budget. I see they are quoting £19m, who has that kind of spare cash hanging around?

No-one is claiming council or university funding. 
Local council are partners, not funders. Edinburgh Napier University will deliver academic / research services, but are not funders.
Money is coming from local economic development agency and UK Government (via Borderlands Inclusive Growth Deal).

That site has been on again off again, knock it down, rebuild it, condemned etc.
I hope it does too but its been round the houses.
£19m seems pretty flippin spendy to throw up a new building.
I'm trying to work out exactly what its for but the only detail in the article says "It will allow Scottish, UK and international companies to develop mountain biking and cycling products and services.". Don't Scottish, UK and international companies develop products and services already? So what is this £19m building providing? Office + workshop space?
There was mention of a £4m bike park as well, anyone have any info on what trails if any might be part of this project?
The total project cost is £19m, the cost of the new building is less than that. The total cost included potential Bike Park contribution, demolision of new building and Trail Lab build.
Innovation Centres are quite a well established concept in multiple industries. You bring together companies of different sizes / maturities, academics with specialism in that area, enterprise agencies and the overlaps then encourage growth and, well, innovation.
£19m? 😳😳😳, what for exactly?
Hardly appealing as an investment at the minute given the state of the mountain biking industry.
