seems an odd problem for commencal to have not solved but how about this: get, or make a piece of plastic tube (eg roll a bit of icecream tub into a tube) and drop it over the steerer via the top of the headtube when it in situ, making sure it goes between steerer and cable.

the tube will move freely and act like a roller bearing for the cable. some gt85 down there and your away.

^ What he said ^

I cut a piece off a plastic bottle and slipped in down the headtube so it formed a 'cresent' down the non drive side, the plastic stays put Btw the steerer and the cables.

Doesn't seem to be a problem for the upper cables where the steerer is 1 1/8th dia, just the lower ones going to the rear end where the taper is.
