basically it uses a 1/4 quill stem of which there are very few options and none I've seen with any decent height adjustment .Also the stems all seem to have old style non faceplate clamps meaning a high rise bar can't be used as it won't thread through .. Ideally I really want an ahead quill converter but none available as far as i know in that size. I don't want to change the fork so any ideas or suggestions much appreciated .

An 1 1/4 Ringle Zooka was made. Mostly 0deg rise though. You could try a pair of 22.2mm bars and a shim, you will be able to thread the riser though a non removable face plate stem. What stem is fitted?

We used o get our risers in that type of stem by taking the bar clamp bolt out, and thread it in to the threaded part the wrong way round.
put a penny between the gap and the bolt will push against it, opening the clamp up enough to wiggle the curves or the bar through.
Do you not just loosen the stem off, lift it and then retighten it? That was about the only benefit of threaded steerers.
loosening the stem is not advantageous as they all tend to have hardly any extra quill length to extend. I know that technique to open stems up a bit wider but with a decent rise bar ( 3 inches ) it isn't possible without possible irrevocable damage.
