True, however there's also an element of punishing a child for crimes committed as a child by imposing adult sentencing on them.
It’s always been the case as long as I can remember that juvenile driving offences attract points in the normal manner. As I understand it, they run from the time of conviction not the moment the offender actually obtains a license and so may never be an actual issue. They rarely get much outrage as the offenders in such cases are at least obviously underage drivers in cars they don’t have permission to drive and possibly thieves too
Whether the particular case merited the penalty is a different matter, the story doesn’t actually contain any facts other than that the kid was 15 and somewhere in Teesside and six penalty points were earned. Everything else is conjecture or comment. The scooters ‘can reach 40’. Other countries treat them differently. The manufacturer wants the law changed to improve their profits. The Police say they aren’t toys. Etc. Taking the pieces and running with them, doubling the speed limit in a 20 zone might be enough to attract 6 points? Alternatively, is there actually a legal limit for speed on the footway? It would make sense for it to be fairly low if there were...
These things were all over the shop on a recent visit to Lyon. People - all people - rode them seemingly anywhere and everywhere. The shared ones seemed really popular - but also saw a fair few folk with their own (I presume as they weren't the same colour as the shared fleet). It was hard at first not to double take at a man in a suit tootling along on what I've always labelled a kids toy! But after a couple of days it just seemed like the norm - I don't know how long they've had them.

In general, driving or riding on the footway is illegal. Mobility scooters are allowed 4mph on the footway or 8mph on the carriageway.
