So the boy has a hybrid bike with 28” wheels/tyres on it and only seems a very limited choice of the 28” tyre available and even less in tube size
Looked online but still not 100% sure if I can run a 700 tyre and tube

700c / 28" / 29" all use the same rim size, it's the tyres outside diameter to which they refer.
I'm terms of what tyre what's he using it for?
He’s just doing canal paths and roads(pavements)
Just something quick rolling and not going to slip off the rim when he goes around a corner haha

1.5" is about 38mm, a good all round width. You can then use the same tubes (probably ok even if your new tyres are a bit narrower or wider)

Mrs OWG's hybrid wears Giant P-SLX2 tyres. They would be ideal for the usage you describe. They appear to be discontinued but some places still have stock.
Unless it's the really old 28" 'Imperial' tyre size, which I very much doubt (unless the bike is ancient!), then I think it's safe to assume that '28x1.5"' is the same as the more commonly used '700c'size. The ETRTO/ISO sizing would be something like 38/622 for a 1/5" tyre, I think. I run Schwalbe Marathon tyres on my hybrid, and they are excellent; a little heavy maybe, but very very puncture resistant, and very very tough and hard wearing. I get several years out of a set, commuting on roads, towpaths etc. And if you look around, they're often around £17-20 a tyre, which is very good value. I'd avoid the Marathon Plus versions though, because although they are even more puncture resistant, they are a good bit heavier, and the harder outer compound is dreadful if it's wet, as it has poor grip. You can get lighter and faster tyres, but then you risk more punctures. Continental do a 'Gatorskin' version of many of their popular road tyres, but again, the harder compound means poor grip in the wet, in my experience.
Schwalbe Marathon are a good choice but I preferred Schwalbe Century which were lighter, faster rolling and had no issues with punctures and only £12.99 each
A bit lighter and cheaper (£22 a pair on ebay), Schwalbe CX Comp's are underrated. I put them on my CX bike for the summer. Won't be as puncture-proof as marathons though. Quick on cycle paths and road, but just enough to dig in while cornering and climbing on dirt. There's also a Smart Sam which are a bit knobblier.
(same assumption as above, 28" is generally used to refer to 700C touring bikes, but has also been used as an imperial size).
There's plenty of choice in the 700x35-45mm range depending on what you want to spend and what you want them to do, but for <£10 each before BC discount, 35mm Land Cruisers at Halfords are hard to beat on price.
