I assume you are just trying to salvage the frame. A cold chisel or grinder cut through the crank arm down to the axle should release the tension and let you remove the crank arms.
If the BB won't move, heating the BB shell with a gas torch should break the bond, but you'll need to be very careful because you are liable to have boiling hot grease exploding out of the BB.
If you hadn't already knackered the other side then just remove bolts and go for a short ride, it'll work its way off (take bolts with you as inevitably they go at the furthest point).

There are tapered oversize removal tools that self tap into the crank arm.
You can use a 2 leg puller to pull the crank off the BB spindle. (or 3 leg, depends what fits best)
If its an alloy crank arm then heating can help as the crank arm should expand more than the BB spindle, I have had good results with just a heat gun. (wound the puller up tight then heated the crank until I could not touch it, came off with a bang). Never tried it on a steel crank arm.
If you can cut the crank you can spread it with a chisel.
I would make sure your BB tool is bolted on, means you can flog it to shock or put a big lever on it without it camming out/off.
Really stubborn ones I have used oxy on.
