Don't measure it on the frame, measure it on the seat post. Mark it on the post and then push it in until you can't see the mark any more.
You'll know when you've put enough in because it'll feel just right.

I'd want it well below the bottom of the weld on the top tube. Maybe 30mm below the bottom edge of the weld

I've been working on the bottom weld of the top tube wasn't sure if I was being paranoid or not.
