I replace mine when they de-laminate and puncture (assuming the thick turbo specific type) otherwise when it blisters (usually 'normal' road tyre I've repurposed.
Can you see the inner tube? if not, carry on...
when there is a bang or the flapping rubber stops the wheel from turning. My last one perished to such an extent that the tube started pushing its way through. Having said that, if its skipping or not round enough (due to damage), i would think about it.
Not a turbo-specific tyre, but the last couple of old road tyres I had started to split at the sidewall. Punctures followed shortly after, and they're now in the bin.
