How can you tell if the left-hand roadie shifter/brake is douple or triple? does it matter?

It matters if you want to run triple and only have a double. A triple shifter on a double is fine as long as its set up correctly at the mech and use the top 2 positions.

I think you'll find the Shimano shifters are all triples.
