Should these be REAL loose when fitted ? and if so does it matter ,cause Maxle will hold them in place ?Will it cause anything to wear out quicker ?
Yes, they rattle around like good 'uns, the circlips only there to stop them falling off when removed from the bike.

The adapters shouldn't move when fixed in the fork so it sound like your bearings. Easy fix.
Nope, that'd probably be knackered bearings. The spacers should be clamped tight in the dropouts, so will be unable to make a noise. New bearings are 61804-2RS, and will last a lot longer if you carefully prise off the seals and pack them with grease(and obviously re-fit them) before fitting.
Is there any side to side play, if you grab the top of the wheel and try to move it, look at the disc brake rotor and caliper.
Also when you rotate the bearings with your fingers manually, how do they feel?
Loose when fitted to the wheel, but when the wheel is fitted to the fork with maxle, they should be clamped tight 😉
