Am I understanding this right? Using upper cup 2 and lower cup h I can use a tapered fork instead of my 1 1/8th one? (with a small inc in stack height so front end will be slightly slacker)

Correct! (given that you have a 44 mm ID head tube). I ran that exact combo on my Singular Buzzard with a tapered steerer Revelation.

Or, can you just use the H lower and your normal upper ??.
