If you want 26 I'd be inclined to go for a custom build with either Arch or Flow mk3, as they're wider than the Arch/Flow Ex rims that used to come on the complete wheelsets, yet the same weight. They're supposed to have slightly lower sidewalls too, which might make fitting tight tyres less of a trauma (Arch EX and WTB Vigilante needs a motorbike tyre lever!)
Don't know where you live but Moonglu, JRA and 18 Bikes have a good rep for wheelbuilding.
Alex Bennet of Ticky Bikes in Oldham will build you any wheel you want.

By not compatible Stans just mean too tight. Once they're on (which does take some effort) they seat fine and there aren't any problems

Not Recommend Tires
WTB TCS and UST 29 inch tires are too tight for Stan's Notubes rims and NoTubes licensed rims such as Sun Ringle Black Flag.
