can I use a 183mm hope floating rotor in place of my bent 185mm G3 avid rotor?
also is there any performance difference between the two as cost wise they sem about the same?

It's not ideal, but you won't die. You will find your pads don't wear evenly across their surface (you will end up with small ridges at the top of the pad where it's not contacting the rotor) and technically you will have a reduction in braking power but it will be very hard to feel the difference.
