Is it possible to service the lowers of the fork with the wheel still attached??
Theoretically so, but it's going to be really bloody difficult. For the sake of Pete, why would you do this?

just done this (w/o wheel). yes, but will make cleaning the inside of the lower hard. take front brake caliper off first and maybe zip tie lower to spokes. you're going to have to get that wheel out soon so why not fix that problem first...
I have had a mechanic look at it and couldn't do it!! I think the only way to do it would be brut-force an that can result to things breaking an unwanted costs!!
A seized maxle is fairly easy to remove usually - I take it its has done the usual thing of seizing on the central spacer between teh bearings so that it will unscrew but then does not come out of the hub - as it unscrews it forces the legs apart.
Unscrew the maxle and then dismantle it Support the fork leg on the lever side, drive the remaining main part of the maxle out.
the prolem is that the central supporting spacer for the bearings rotates so turning the maxle does not break the bond - you have to drive it out. It will not take a huge amount of effort to break the bond
If your mechanic couldn't do this then get a decent mechanic
