Help identify rear pannier rack please

driving into work the other day, i was behind a guy with a rear pannier rack.  From the back, the "top" of the rack was really narrow, only a little wider than the mudguards and it sat really low, in that the top bar of the rack was actually below the top of the wheel by a couple of inches.....

not a great description i know and ive scanned a few bike part sites and rack/pannier reviews to see if i can work out what it was... if i'd known it would be this difficult, i'd have shouted to him at the time

any ideas?  if anyone uses one, are there any drawbacks, feels like there must be as almost every other set up is higher

i dont think so, it certainly has the "narrrow top" covered, with the top of the pannier leaning in as opposed to sitting vertical

but all pics show it still sitting above the wheel (if that makes sense)

im starting to wonder if it wasnt significantly adapted - might have to get to work early and sit outside in the hope i see it again 😀

Could be an Ortileb quick rack light as the pannier rails on that sit below the top of the wheel.

Tortwc velocity also narrow rack slanting in like a tubus fly but sits above the wheel.

It could have been oversized mudguard mounts like the Giant commuter ebikes use, that can be used as a rack with another section bolted on top?

lots more options than i expected then - thanks all.

the reise mullers seem hard to get hold of and pretty pricey, the ortlieb quick-rack light seems pretty likely, good chance that i didnt spot the connection to the seatstay/bridge as it was loaded and moving... i expect that the guard/rack setups are heavier as they seem to be aimed towards folk with electric assist
