Could somebody confirm that Upper: ZS44/28.6 Lower: ZS44/30 is a tapered headset size? i.e. Will take the generic tapered steerer forks.

No, 30mm is the bottom measurement of a 1 1/8th steerer.
Top is fine, to fit a tapered fork you would need a EC44/40 bottom cup.

If it's a 44mm headtube it can take a tapered.....
