Assuming that the mech is at the correct height(approx 2mm clearance above the outer ring and cage), parallel with the rings,and isn't worn out/sloppy, two things will generally prevent it moving onto the outer ring. The outer screw on top of the mech is an adjustable stop to prevent overshifting off the outer ring, unscrewing it allows the mech to move further. Cable tension alters where the mech sits, if the cable is slack when on the inside ring, try either winding the cable's barrel adjuster out, or undoing the cable clamp and pulling the slack through.
Most likely you need to tweak/turn the barrel adjuster on the cable a little bit.
as coatsey said - you need a fair bit of tension in the cable and check the outer cable stop
shift into the small ring and pull it by hand without using the shifter to check that it reaches, if it doesn't then wind the cable stop screw out a bit, repeat until you can see the mech right over the middle of the ring

If you haven't changed anything specific since then, it's probably stretched cables. Is there a threaded adjuster anywhere ? (stop on the downtube ?). If so, wind it out a bit.

that sounds a bit too mean - like "have you never ever used the big ring?"
i suspect it has worked but never been used as always spinning away on the big ring - possibly bit of man flu or absent minded push on lever used smaller ring - stuck there now as a mark of shame !!
nothing to add to useful advice above accept as implied if you ride along and put finger round cable and pull it towards you on downtube and will shift ok then cable is slack - if still won't shift then needs limit sorting (assumes no fancy electronics internal cable routes) + grit in changer is an odd possible
Drop it into the little ring, slacken the cable.
You can move it by hand through the ratios, adjust the limit screws if you cant.
Put it back in the little ring, tension the cable and tighten
Check the gap between the front mechs cage and the outer ring, if there isn't a gap (sometimes the mech drops down the frame)then it won't ever change.
Check the alignment of the cage.
My wife has a Spesh Dolce with a triple (Sora as well) and its was dog to set up properly, you could only use the smallest 2 or 3 sprockets in the big ring otherwise the chainline was too extreme and the chain derailed into the middle (or more often 'neutral'). If you weren’t in the small sprockets it wouldn’t shift into the big ring at all. After much faffing I ended up fitting a narrower BB which moved the chainline in a few mm which improved things.
