It's more a functional(?) work of art than a bicycle. Does look like fun though, assuming the engine actually works.

Is the top tube/frame in general being used to store fuel?
it looks really well engineered to me. Decent wheels and front brake as well.

Rear brake lever arm is wrong though.
Its gone past 180 deg.
Should be much less than that for leverage.
I think that top tube is the fuel tank?
It does look a giggle....
