I have a 22.2mm Surly Sunrise bar that comes with a Problem Solvers 22.2mm to 31.8mm shims
The shims are 60mm wide but the area where the stem clamps is slightly narrower than my stem.
Does STW think it would be safe to cut the top and bottom shims in half so that I can slide them outwards by around 5mm to fit my stem?
I bought the same bar recently and ended up getting this stem of CRC to avoid having to use the shims.

I can't see why not? I used a 4 piece 25.4 to 31.8 shim for ages with Fleegles.
Not shim related, but I have the same bars, and the paint is terrible on them.
Started getting rust worms underneath the paint, and now after 1 1/2 years use the paint is flaking off in various places.
I've retired them for now until I can get them stripped and repainted.
I agree the paint isn’t great. It’s so easy to paint stuff yourself though, I’ve done a few framesets and parts now and the results are excellent.
Just bought a 25.4mm bar (NS Bikes Proof) and tried using a four piece shim to my normal 31.8mm stem. The stem plate wasn't straight it ended up not feeling too secure.
I found a seller with an old Kore Rivera 25.4mm bar fitting, 42.5mm reach (unused) stem that weighs far too much but feels secure.
I have used bmx stems with Renthal single wall bars before. You suck up the extra weight because those shims..... Well, can't really trust them 100% even with a torque wrench. Dental work is too expensive
