My WTB Riddlers were thorned to death but I wasn't running tubeless. The CX Comps that replaced them have been reliable (not tubeless)
I find conti protection tyres very good. I pulled a dozen bits of glass out of my commuters tyres. No punctures
Teravail Rutland in the 'durable casing'. i run the 700x47 on my chamois hagar, they are a good compromise if you ride mainly off road. the 38's will be better for more mixed terrain although i havent tried them.
Schwalbe Ultrabite are proper tough and grippy but slow rolling compared to every other gravel tyre and onluy really good if you only ride singletrack.
edit: i should also mention that the Teravail rubber is extremely well damped if you are particularly concerned about off road performance
+1 for TJ's Conti recommendation. Something from the Contact range with a tread and size to suit. Been using them on my commuter for years, often I've worn them out and found no patches on the inner tubes I've taken out.

ive not had any problems tubeless with the following
WTB Venture 700x50
WTB Raddler 700x44
Schwalbe Ultrabite 28x2.0
Teravail Rutland 700x47
so far the Ventures are the only ones that actually punctured. to be fair the Raddlers only stayed on for 1 ride as they were just too small.

On the contrary, narrower tyres is where tubeless has the real advantage, imo.
With bigger tyres, I drop tyre pressures a bit for tubeless, with narrower tyres I drop them a *lot* (because narrower tyres are otherwise much more prone to pinch flats).
Maxxis Ramblers seem to be decent. I’ve only just fitted a pair of the heavier Silk Shield ones (650b x 47) but they are proving to be very tough and can handle running at reasonably low pressures as well. They don’t roll too badly either. On the downside they do feel a bit wooden compared to the WTB Venture tan walls they replaced, which I think must be down to the Silk Shield band that runs right around the tyre, but I think the upsides of the extra durability and low pressures will win out. Time will tell though.

You don't need new wheels. Try ghetto tubeless with split BMX inner tube. To be honest I had more problems with proper tubeless setups than with ghetto.
Certain combos of tyres/rims might not work, but I haven't meet one like that with ghetto till this date after ghettoing for last 15 or so years.

Durable Rutlands have to be the best I have ever used. Less than ideal for road rides but off road bloody amazing. Currently running some 44 Raddlers (tubeless) the puncture protection one and although I have had stuff like thorns and nails stick in them thankfully they have never gone down.
Non tubeless? Panaracer Flataway strips in anything.
Another alternative to ghetto tubeless would be to put some appropriate sealant in your existing (or new) inner tubes. I'm pretty sure the wheels / tyres on my fat bike won't play nicely as tubeless, so I went for some of this stuff.

'cos I'm running 26x4.8 I ended up putting 200ml of the stuff in each tyre. Gravel widths you should be able to get away with 80ml or so per end - so negligable weight gain.
Pro-tip - I syringed the stuff in rather than use the stupid plastic tube that's supplied.

Tubeless. I like counting the thorns when I take off my worn out tyres (except last weekend when I crossed behind a tractor drilling seed and put a 1" gash in the the tyre from a flint he split...)
If you go tubeless on older wheels be a little be careful of the max pressure. I've got a max of 45 on mine which is fine but you've just got to be aware of it if you are used to running higher

Have you actually tried it @rockandrollmark ? My DT BR-710 and Surly Nate all holding ghetto very nicely. No issues down to 4-5psi...
