My sister is planning on buying my niece one of these:

Bobbin Gingersnap.

To me it looks heavy (my sister will have to carry it because my niece will give up on the hills) with a load of tat bolted on it to appeal to London types.

Has anyone seen something traditional, but more along the lines of Frog or Islabike quality?

My daughters got a Cortina Lief (here), we also looked at some Sparta models when we got hers. Both makes seem well made.

Still weighs a ton though.

It's got a basket and some very sensible options fitted.
For comparison my wife's (genuine - we brought it with us when we moved back from HamsterJam) Dutch bike is the same style has a basket and weighs as much as my steel DH bike.

They're not light things, at least you can guarantee you're getting the full Dutch experience.

Suited to flat terrain. Probably able to carry a friend on the rack. Won't break down. Very very heavy.

You pays your money.....

Have a Sparta in the garage. It's three speed, drum braked, panniers, full chainguard, dynamo lighting and weighs a lot. Stately. Bobbin is not a Dutch brand.

Good for town, less good for the open roads.

The site says 12kg which is probably about average for a kids 20" bike with gears, but £200 for crappy U-brakes and a quill stem?

Nah fashion over function...

not as twee, but V-brakes, lights, kickstand and novelty handbag included.

Or

Pendleton from Halfords? http://www.halfords.com/kids-zone/kids-bikes/junior-bikes/pendleton-junior-hanberry-girls-bike-20
Looks not bad, not too expensive. It is singlespeed, so maybe not the best in a hilly area.
