Assuming that stem length can be simply added to both ETT and reach figures to get my forward position, should I consider a potential new frame's geometry numbers with consideration for my intended stem length in mind?
yes.
More relevant on road geo than MTB, IMO. With MTBs you just have to ride it. Road you have more chance to assess it just from the numbers.
