Suggestions please for a front rack for my Fargo.
Not for panniers but my tent or sleeping bag.

No long vertical struts for stuff to get caught on, off road rated up to £25 KG and if you get bored of the Fargo you can put in on a front suspension fork or on the back of almost anything regardless of disc brakes etc.
You can also upgrade to a 'tour' deck later on if you want to run panniers.
Does that tick the boxes?
I've got a Tubus front rack on mine that I use with panniers. The Tubus Tara which has the hoop which goes over the tyre is a very tight fit.
I suspect for your pannier less needs will need to look at Salsa's own front rack or the Surly rack.
Bolbo and I did our trans Scotland ride self supported with just a rear rack and panniers In about four days of real riding.

If your tent and bag are compact and fairly light, could you strap them to the fork leg with a Salsa Anything cage?
