I have these forks on my touring bike but they have nowhere to attach guards. Is there a solution? I'd like some with decent coverage.

SKS Shockblade...fits via a expanding bung in the steerer tube
How about a SFN at the base of the steerer. A 90 degree bracket from hardware shop and a couple of p clips.
You'd be able to run full guards that way.
Thats a good idea there zippy but for a removable option you can buy the SKS fitting bung separately and then use that instead of a SFN...

Shockboard looks like a nice and simple option but they don't look like they'd offer much protection. I'd prefer some proper full guards but appreciate I might need a DIY solution.
I think a fork bung and use this to bodge a mudguard mount?
I used P Clips to fit standard mudguards of choice - SKS Chromoplastics etc:

I have a guard in a similar fork steerer : a self-tapping screw, a wine cork of a jam-fit size and any front guard will fit with stays and a p-clip. Secure, but would probably break-away if anything got jammed there. A SFN would do a similar job but is a bit more 'committing'. That SKS spare is a good idea.. I tried an old bar-end plug that used an expander to do the same thing but it was a bit small.
Toepeak M1 front fender they are great.
