When shifting, using the last three highest gears/cogs on the rear, the chain is rubbing on the outside cage plate of the front derailleur. Its been while since I have used a front derailleur.
What adjustment to the front derailleur is needed please? (before I go messing about with it) 🙂
I am using Shimano Tiagra ST-4700 shifter and Shimano Tiagra FD-4700 front derailleur.

That can be a mare to sort sometimes. It's why I used to like the microshifting on the gripshifters I used to run.
You could adjust the cable a small amount to take the mech out a little, just enough to stop the rubbing... Make a bit of how many turns you adjust so you can get back to the starting point.
Doing the above might mean that you get rub in the bigger rings at the back though...
The only sensible adjustment is to go 1x 🙂
After years of tweaking I never managed to get a front shifter to work properly all the time. They probably worked when we just had 7 or 8 speed cassettes and long chaingstays. But with 10 or more cogs and short chainstays, no chance.
Shimano sometimes fitt in a little adjuster barrel(seen on a few boardman.. Including mine) can offer on the fly adjustment.. Isn't perfect but can help trouble shoot chain rub..
1. Check positioning of the derailleur
2. Set low & high limit screws
3. Set cable tension
0. Check the trim. On that model of Tiagra, you have 2 positions (high and trimmed high) for the outer ring - use high for around 4-10 at the rear, and low for around 1-5. See shimano tech docs for exact numbers.

4. Check routing of the cable over the little pin (requires special tool that comes with the derailleur to determine if this should be inside/outside).
If all else fails and you're comfortable with replacing inner and cutting outer cables you could try an inline cable adjuster
