I know this is a bit niche, but can anyone help me find the following frame:

Size small,
Horizontal dropouts or EBB compatible,
For 27.5" wheels

£500 or less (including an EBB if needed)

I'm so difficult, sorry!

Rigid forks. XC/Trail.

Want to build it as a winter single speed.

i think the onza jackpot was built with an eccentric BB in mind... But.. might be a little overforked

tbh, I'd get a new Scandal (although not a scandal, it's 29er - just soemthign light) or similar and run a Rohloff or other decent chain tensioner. You'll get a much wider choice of frame.

Not only a wider choice of frames but no faffing tensioning the chain.  In retrospect it’s what I’d do

Didn't Singular build such a beast a few years back?

A no to chain tensioners. They do the job, but you may as well go the whole hog and run a derailleur IMO. Horrible things.
