Looking to give my old frame a makeover. Anyone any recommendations in the Oxfordshire area?

Not in Oxfordshire. But have a look at Argos cycles in Bristol. Had a Niner SIR9 seat tube replaced (seized in seat post) and then resprayed. Top quality job.
