I've decided the winter bike needs a new pump and that pump should be a frame fit type me to sit nicely under the top tube.

Despite Google trying to steer me towards a silca that's worth more than the bike I've come down to either a Topeak master blaster or zefal HPX as both fit the budget requirements, I'm edging towards the Topeak.

So before I go and buy one, tell me if there's a pump I should choose instead and why please...

Not sure if it can be mounted without bottle bosses but I have found the OneUp EDC pump to be the best so far, if a little expensive. Saying that it does look and feel like someone put some effort into it for the money.

Got a hpx, very good bit of kit, much better than the cheaper zefals although they’re ok. Top tube is not always a good fit for frame fit pumps so I use zefal doodads on a couple of bikes with odd shaped top tubes

HPX here. It’s a lovely, slightly retro feeling bit of kit and works really well.
It lives permanently on my winter road bike and is so much better to use than a mini-pump.

bombproof pumps, have them in various sizes to fit a history of bikes. often lent to people with mini-pumps when i’m bored of waiting

Interesting, I shall look again at the HPX...

I'm certainly after reliability over compactness or bling and "retro feeling" will certainly suit the bike...

yup
had mine on road, cx, gravel and mountainbikes, get a Zefal pump strap for double security

The HPX was the default choice in the olden days. I've a collection of them but still carry a little gas for convenience. The only downside to the HPX is the lack of flexible valve connector which can stress the valve if you're a bit ham fisted/rush things. I also have a Road Morph which is excellent and avoids that particular issue.

I reckon so. I've added a loop of velcro round mine for added security, it's not moved for thousands of miles on the crap roads of my commute.

I've used a couple of the Zefal ones on road bikes/touring bikes. Never had a problem, work great, good quality and so much better than using a mini pump.

Only thing to watch out for, depending on model there maybe a lip of the handle which can vibrate/rattle against the frame and become annoying. I simply wound some tape around the handle a few times, so that the tape touched the frame instead of the lip of handle.

I'd forgotten about that. Had a band of electrical tape round my tourer seat tube for ~30 years until it got squished...

My HPX lives permanently on my Thorn Audax, which has a pump peg sized especially for it. I strip and clean it once every couple of years and it just keeps going.
