Do manufacturers sell fork lowers only? Have cracked the brace across a set of Rebas (crash damaged I think) and would prefer to find a cheaper option than replacing the whole fork, if possible.

Try contacting Dave at RSF Suspension.
He often has spares available.

Yes you generally can. For RockShox your LBS can probably get them, failing that the likes of TF Tuned will often carry them
