Suitably sized socket, but of sink waste pipe, hoover pipe - anything the right diameter and blunt really.

Have you put some lube/fork oil on the outer surface of the seal or on the hole to help it slide on straight...?

I take springs off, lube outer edge seals or seats in forks, put socket on a corner of something solid with dust seal in it facing up,turn lowers upside down and lean on them to press seals in.Usually works a treat.

Strangely the tops off roll on deodorants fit 32mm seals really well. That worked ok but then discovered the huge socket for my VW oil filter fitted better. The proper too is sort of like this, in the size that you need:

Pop 'em in the freezer for a couple of hours, bit of grease round the edge and then push them in with just your fingers.

+1 you do have to be quick, they warm up rapidly...

I found the extension bar from my socket set works best. Nice flat end - applies a lot of force in one place. Just work it round and round the seal and goes in bit by bit.
