As per subject. Is there enough flat bar between stem and the start of the rise to fit the Bar Fly mount?

If by 'fatbar' you mean a 35mm bar, then yes. Masses of room

Thanks, running 35s at the moment but with spacers above the stem. They stop the Garmin from mounting properly as the steerer tube gets in the way. I'd like it just as you have it in the picture.

I'm chopping the steerer and considering dropping the stem at the same time and fitting some higher rise bars ie. 30mm.

It's the rise that I'm worried about - is there enough flat bar before the rise on which to attach the mount?
