I've been sent a late Christmas present of supposedly Velox bar tape. Supposedly 3.5mm and they paid £15 for it.

It's arrived with no packaging, folded flat not rolled, with very cheap and unbranded single bar bung. No logo anywhere and feels really cheap.

eBay fakery?

Or 2nd hand, been opened by original owner and stuck on ebay because they didn’t know how to use it.
Or repackage it..

eBay fakery?

Possibly - could also be some sort of OEM supply of the tape. If you're assembling bikes on an production line there's not much point in having tape that's all neatly packaged and pre-cut, throwing away a foot or so from each little roll. So could be real tape cut from a larger roll with non of the retail packaging.

Ah, ok. Does Velox have any branding at all on it, even if OEM?
I've also had a look, there is really cheap Velox on eBay.... I'm wondering if they went with some of that.

Is Velox bar tape considered particularly premium?

I'd expect it's 'genuine' OEM stuff that someone's scored in bulk from China and is marking up at least 100% to flog locally on eBay.

I don't think it's premium - I was just offered a present under £15 and I asked for thick orange bar tape.

It's clearly just OEM stuff.
