A few years ago I got 'some stuff' that was specifically to cover exposed cables... for the type of bikes that have cable that have exposed cable along the top tube.
I haven't needed it for ages as I've not had a bike like this, but I resurrected an old mtb frame and want to attach a frame bag, whilst also protecting the frame and shifting... and I can't find the stuff I'm looking for...
Any ideas?
How much do you need Rob? I might have some kicking around in the garage.
Either run full-length outers or cut sections of outer to fit neatly in the affected areas?
The cable liner they put in new frames/bikes - ask at your LBS as it often gets chucked

FWIW when faced with a similar scenario on my Amazon (actually going from cable to hydro brakes) I just sawed/filed the cable stops so I could run a full length hose.
PTFE liner - it's availble on ebay. I used some for routing the gear cabes under the BB of my road bike that I refurbished - vintage bikes had the cables running under the BB, but against the 'shell' so they would damage the paint - very few had the plastic guides. To stop this on a new repaint, I used a few cm of the liner. If no-one has any, it's dead cheap and will work a treat for what you plan.

Ptfe liner is what you want, i think i used to use Jagwire.
Word of warning about filing the cable guides to accept full length outers though. Make sure you put enough chamfer on t he edges! I have a 7" scar running up my inner left thigh where i slid down the top tube following a massive, tree-induced endo. The sharp edge of the cable guide, filed out for just this purpose, slit my leg open like a kipper.

I'll send a couple of the Jagwire cable ends too. The tube will fit over them so you'll have a nice, clean, cable.

I add these chappies too, to keep the cable/ sheath away from the paintwork. If they are too constricting its simple-pimples to open them out a bit.
