Looking into buying a Specialized stumpjumper evo. I'm 165cm recommendations size wise are S2(reach 428)
or S3(reach 448).
Any advice please.

I guess both reaches would work, but have you also considered:
1. Top tube length 564 vs. 590mm
Personally at 172cm, S3 would be an easy choice. In terms of whether a bike is comfortably rideable, I found 15mm on the top tube to much more of a deciding factor than the same amount on the reach.
2. Combined height of seat tube and dropper 385+125 vs. 405+150mm
The specified X-Fusion Manic dropper seems to be adjustable height. I'd probably need to reduce the S3's 150mm one to 125mm and run it almost slammed. So the seat at full extension might still end up too high for you, without replacing with a low-stack dropper such as OneUp.
