Yes, Whalley in Lancashire is a gem, but that's what thousands of other wealthy commuters think as well so for a small village it has an immense traffic problem. It might as well be in Cheshire for that. It's going to get worse as well as more and more "brown envelope" developments go ahead around the fringes.
Good place to start and finish bike rides though as it has four roads, all taking you towards different interesting areas for cycling.
